Does AROTC scholarship require Teacher recommendations?

To receive or be nominated for and AROTC scholarship, do you need to have recommendations from any of your teaches or counselors?

If so, how much say do the have?

I only remember counselor having to fill out the normal transcript form for my son....class rank, gpa, school info, etc.
