Does DEP help scholarship chances?

Hi I'm applying for the NROTC scholarship Marine option and I enlisted in the Delayed Entry Program this past summer so that whether I got the scholarship or not I would become a Marine. The officer who is in charge of my scholarship said that my chances were probably better and that the board look highly upon the fact that I'm in the DEP. Does anyone know if helps at all or how much it helps my chances for receiving the scholarship?

How do I set up small scholarship for a graduating 12th grader? I would like to set up a small scholarship in memory of a deceased loved one at a local high school. I would like to taylor the scholarship for a teen mother who is graduating in good standing. ANy help me with info or websites.
