What is the Academy's policy on listening to music with earbuds or listening to music while running? I know plebes most likely won't be able to do so, but what about the other classes?

You can't listen to music while running outside, regardless of class. I think that's a Navy/USMC wide rule too, not just USNA.
Indoors or on a track non-plebes can have headphones.

Can plebes have them in their room or walking around if their playlist is on their iPhones?

No. Plebes cannot have ANY kind of media. No playlists, no nahda! At least on the Yard. At your sponsor home, at your own peril.

    Follow up question:
Can you have your iPhone plebe year? If so do you have to clear your itunes playlist?

There's nothing stopping a plebe from carrying music in his iPhone. Privileges may also be granted to plebes for doing good things or winning bets.

Rules can be broken. It's on you to follow them. You can follow the straight and narrow, or you can cut corners. Your choice.

Just remember: Today, it's a bit of music. Tomorrow it might be something more important.

This past year the Plebes rated media, facebook, extra liberty and overnights a lot during the fall when the Football team was winning! Then the Dark Ages struck. New training staff in the Company. Not so much this semester. Not looking good for media anytime soon. The training staff watched each Plebe in her company "deactivate" Facebook and routinely "checks up" on plebes to see who might be watching a movie or listening to music. In her company they are allowed media while at a sponsors house. Twice this year I have been in DC on travel and have gone to see DD for the weekend and she has gotten an overnight and she gets Media then also, just no Facebook. Which is probably a good thing to not have since FB is a huge time suck.

When I was at CVW this semester (in February), and the plebe I stayed with, as well as her roommate and friends (also plebes), were using facebook. They were however not allowed to be listening to music/watching TV/Movies etc.
The way it was described to me, the enforcement of rules regarding media, particularly with regards to facebook, vary vastly from company to company. Some make them deactivate, others can (and will) use it more than is probably advisable for anyone...
