Early Action Deadline Question

Is a proof of delivery with proof of signature sufficient to know that application documents were received by USCGA?

Proof shows the package was received on Monday, in time for EA Phase I. Obviously, the application portal won't be "grayed out" this soon.

I would say, yes.
According to a prior post by an Admissions Officer at USCGA, items are not greyed out until the document has been processed rather than just received (as other SA do).
It does take some time (last year it could be 3 or more weeks) before the item appeared "grey."

All deadlines for the Coast Guard Academy Early Action are POSTMARK deadlines.

As long as the package is mailed (postmarked) by the deadline, it is fine.
