OP. I suggest contacting admissions of the civilian college you want to apply ED. Let them know your situation. My guess is that they will allow you to apply ED. Most civilian colleges are very supportive of the service academy applicants.
USNA is not college. Most civilian colleges understand the differences. Be aware that many applicants do not receive their USNA appointments until very late - May or even June - well past the date when colleges require their initial deposit. On top of this, many civilian colleges have early scholarship application dates.
