Election Year

Hey all, I'll be beginning my application to the academies come the first of April, but looking ahead I have questions about how the nomination process works in election years, since I haven't seen any info on it here. Will I apply for the outgoing Senator's nomination, or the incoming Senator once he or she has been elected?

Outgoing. The incoming doesn't come in until late January which is too late to pick the nominees, especially since slates are due end of January. Of course the incoming could upend the whole process but that is extremely rare.
