Sometimes, but not exclusively. If the MOC submitted a competitive slate (no primary) and you have a WCS far and away above the others, i.e. they aren't going to catch you with any updated test scores or achievements, you would be the "clear vacancy winner" and could conceivably obtain an appointment in the first wave.
 
But what if they did submit a primary?

If that person is 3Q, they will likely get an offer in this round and you go to the waiting list or possibly still get an early offer related to another nominating source if you have one.
 
I know that my congressman made me his primary.

My DS's portal now has the heading.... name, Class of 2019. I can't remember if it used to say "candidate". Is this a change, or am I just not remembering that it always had his name and "class of 2019" like all candidates might have had? I'm hoping this is the good news my DS has been waiting for.

Same here, just dont know if it always read that way. 7th semester grades posted today as well.

The easy answer is - A clear slot winner is a 3Q'd candidate with a P-nom or on a Competitive slate, a 3Q'd candidate with the highest WCS.
It can be more complicated with a Competitive slate in that there can be some unresolved issues with the candidates on the slate so that a clear winner may not be able to be determined at this time.
Some examples:
- If the candidate with the highest WCS has a medical DQ, the slate is not clear until the DQ is resolved.
- If a slate has some candidates at the top of the slate with close WCSs, WP may wait until the file deadline to determine the slot winner in case the candidates update their files ( which is why you are encouraged to update your file until the deadline!). If the gap between the candidate with the highest WCS and the one with the second highest is so wide that it is obvious that the #2 can't surpass the #1, then WP may feel comfortable to go ahead and issue that appointment to #1.
 
I was nominated by my commander for a service connected nomination and did not receive a congressional nom. Will they notify my commander as opposed to a MOC?

I can feel the angst !!! :eek: Is it helpful to know these specific timelines/info or does it cause more anxiety?
It is helpful to myself and my DS. He likes knowing what is happening to everyone in this process. It is also very helpful to me in very tangible ways such as when to put a down payment on another school. Since through this forum I know the first wave of appointments are on their way, I will delay sending in my Plan B deposits till the end of next week. I hope not to be sending in the plan B deposit.
 
Would it be too late to be a part of this first wave if my nominations were posted on the 27th of January (this past Tuesday)?

I'm a recruited athlete but I didn't start talking to the coach until mid-November. I'm qualified and nominated could the athlete part factor into receiving an appointment into the first wave?
 
does anyone know the conditions of acceptance? such as how many days before you need to decide, any deposit, etc?

Last year our DS portal changed prior to the BFE. One morning when he checked the portal there was a "Class of 2018" header on the page.
He emailed the RC to ask her, but she could not come out and say yes as he had not yet been notified by our Senator. Our DS was in the first
round of notifications last year.
 
Based on past experiences, and posts this year, they allow the MOCs about 7 days to first notify appointees before otherwise informing folks of their appointment, portal or otherwise. I don't think I've seen enough "OMG. I got a phone call from my MOC last night to inform me of my appointment" posts yet for appointments to begin showing up on the portals yet. JMPO.
