Should the new appointees get a haircut before arriving at basic training?

They're going to cut your hair regardless, so I say no. Its fun to see that dramatic transformation when "mop top" gets a 10 second haircut

oh ok, so we get haircuts anyways? The packet is kind of misleading!

All the guys do, you can cut it some if you don't want extra attention for it, but cutting it all the way will also get you extra attention.

During the first year will we be allowed to grow our hair out (within regulation), or are we required to maintain a shaved head all year?

I was told by my parents club to get a haircut before arrival. However, they said, DO NOT get your head shaved completely. They said you want a haircut in regulation that is somewhere between long and shaved. The idea is to save time so you don't have to wait in so many lines, and to also NOT stand out.

you can try... but for the past few years, if it wasn't shaved completely... they shaved it for you

Based on a general observation, most of the men already have fairly short hair when they arrive on I Day. But, as far as "need to do"... I'd say if you haven't gotten a haircut recently, don't sweat it. They'll be happy to do it for you on Thursday.
