    my counselor just informed me this... "At this time, you are a competitive candidate for an offer." what does this mean?

    It means you are 3Q'd and if you have a NOM you are eligible to be offered an appointment. Good Luck!!

    so will they begin ranking the candidates from my congressional district or wait untill all canddiates
    in my district are qualified

    Who do you mean by 'your counselor'?
    'Competitive' is a classification used to describe candidate potential and does not necessarily mean that you are 3Q'd.
