How are admissions boards ordered?

I have met some candidates who turned their reqs in after me but had their admissions boards already. Is my file lost somewhere?

I doubt that it is lost. I think that if they look at your application they can decide to save it for another review. Which isn't bad news cause they didn't send you a White Envelope.
