How does ROTC offer relate to USNA Application?

As best we can tell, my son is triple qualified for the USNA with a competive nomination from his MOC.

Last week, my son received a letter from the Department of the Army stating that he was conditionally selected to receive a 4-year ROTC scholarship for the 09-10 school year. This is not something he applied for. Does this mean that they are extending him this offer instead of an appointment to the Naval Academy?

I am not sure why this letter came and what it means in regards to his pending USNA application.

The DODMERB site still shows an admissions status date from August 08 for the USNA.

Anyone have thoughts on what the ROTC offer means in relation to the USNA?
 
Call your BGO, call your RD. This year our BGO Information System started showing us NROTC candidates in our area but I was not aware of the information going back the other way to the NROTC system. Also call the source of the ROTC scholarship.

That being said, strange things have happened. When I was in the hunt for a USNA appointment I was offered an appointment to USMA one month before I was offered NAPS. The odd thing was, I did not apply to USMA...

I still have the green puffy folder with the certificate in it.
