How easy is it to Switch School Selection?

I am wondering about how easy it is to switch my school selection for an Army ROTC Scholarship. For example: I am offered a scholarship to VMI but want to go to The Citadel, is it hard to get this request granted? Talking to the PMS at The Citadel, he made it seem like an easy thing to do, but I am not so sure since each school only has a limited number of slots. The main reason I am wondering this is because I am applying to both VMI and El Cid and do not have a preference between the two, but I would most likely pick VMI since it is close to home and my family. That being said, I am in the running for some scholarship money at The Citadel which could pay the room and board fees that the ROTC scholarship would not pay, but I will not know how much money I will be receiving until after the next ROTC board.

IF it is easy to change, I am thinking that I put VMI as my number 1, and if I get offered money, I try to switch my offer for The Citadel. Any suggestions?
