How should I have nomination letters of Rec addressed?

How should I tell my recommenders address the letters for the nomination board? Should I just have them do:
Dear Senator/Congressman _______ ?
Or should it be
Dear Senator/Congressman ______'s nomination board?

Also, for the academy itself, Should it be
Dear Air Force Academy Admissions?

I have all of my letters of recommendation addressed, "To Whom It May Concern," because then you can use them for the academies, for the congressmen, for anything really. It makes it much more convenient to have them write one than having to ask over and over for each individual one.
