If Admissions Isn't First In, First Out

Am I misunderstanding?

Ajm7680 writes that the academy will only start the medical waiver process once a decision has been made to offer an appointment. Said differently does that mean a candidate that has been entered into the waiver process WILL DEFINITELY be offered an appointment assuming the waiver is granted and a nomination is secured? If so, that is different from other interpretations I have received which basically said that a candidate will only be put in for a waiver if he is competitive. Nothing has ever been said that the entry into the waiver process means you will be offered, which is what ajm7680 suggested.
Can anyone verify or clarify? Thanks!

Read the Admissions website:

If you have a disqualifying condition, you will be automatically considered for a waiver if/when you receive a Conditional Offer of Appointment.

Pretty straight forward.

Correction. That does NOT say nor even imply that if one does NOT receive a Conditional Offer that he or she will not be considered for a waiver.

It's been made crystal clear....if USNA isn't offering a conditional offer of appointment, then the medical waiver process doesn't start. I've been told this AND last year.
It makes perfect sense....why waist USNA's time on medical waiver considerations if they aren't offering an appointment to the candidate?

De facto LOA

Based on the fact that the academy will only grant enrty into the medical waiver process based on giving a conditional apppointment then isn't the entry into the waiver process a de facto LOA?

In the case of a medical issue, no.

Distribution of LOAs are not dependent on the nomination (or medical/CFA) and traditionally are early offers (but not always).

Conditional offers of appointment are normally made AFTER a nomination has been obtained and aren't seen as early offers.

For example, Candidate A completed application (except DODMERB, CFA, nomination) and is offered an LOA. Candidate B completed application (found scholastically qualified and qualified with CFA) but was DQ'd with DODMERB. If candidate has a nomination (which could be Presidential, JROTC, etc. or could come later in the process once MOCs submit their slate), they are then offered a conditional offer of appointment (which will be based on medcial waiver or amplifying medical documentation).

Sounds like jadler and David are on the same wave length to me. Both LOA and eventuallly a conditional offer are explicit and implicit promises of appointments, IF and WHEN all steps are completed.

Both are promises, albeit one, is made independent upon receipt of 3Qing, CFA, DoDMERB, and a nomination, i.e. the LOA. The other is a promise made further into the process, and specifically denotes that there is a medical hurdle which must be overcome, as well as a nomination, if one has not yet been received.

Both are simply indications that with all outstanding issues addressed positively, USNA Admissions has made its decision about the candidacy and promises to award an offer of appointment. Period.

Tell me what I'm not understanding.

A conditional offer of appointment will not be made without a qualifying nomination.

Let me pose again ... tell me what I'm NOT understanding.

DS has everything done except DoDMERB decision, CFA and math teacher letter. I think his file will look better in mid-November when new grades come out, new SAT scores are recorded and perhaps a new leadership position. Does anyone know how the admissions people deal with new, incoming info if the candidate has already been evaluated in a "preliminary" round? If math teacher submits his letter this weekend, DS's file will be ready to review, but they won't know about any new SAT scores, good first semester grades, etc. so it would seem he would be better off to wait to have his file reviewed.
