If someone had gotten the Ike Skleton ECP scholarship in the first board, but had declined it because they wanted to compete in the second board, are they generaly competitive to receive a scholarship? Does the Board take into account that you were strong enough to receive a scholarship already?

Won't make a difference. They do not look at what other scholarships you have been offered.

And not to bust your bubble but the Ike Skelton scholarship is not the hardest thing in the world to be offered. MJC's will go out and try to lock up some good candidates up front to keep their GPA and enrollment statistics high, but I have known of some students with less than stellar acedemic performance being offered the scholarship as spring time rolls on.
 
If you declined this scholarship because you want to stay competitive for the 3 or 4 year, are you still supposed to complete the DODMERB and schedule the appointments or should I wait to see if I am awarded and then they will send a new DODMERB form?
 
If you schedule and go to DODMERB, but don't get the scholarship, it will be a waste of time.
However, if you do get the scholarship it would knock something off the list of things to do. Also, if for whatever reason you needed a waiver, you would have a larger time window to get the waiver.
 
I assume they won't set up the DoDMERB until you accept the scholarship.

They sent me an email about 2 weeks ago saying that I had 10 days left to schedule my appointments because I received the ECP scholarship, which I declined. I did not have any scholarship, but I went ahead and finished the appointments.
