So once I go back this fall to start my sophomore year at U Illinois, I will become a member of NROTC through the college program. My question is how does the tuition waiver thing work if I'm not part of the federal scholarship program just yet?

Here's a brief summary on the topic.

Note that the while the tuition waivers are funded by the state of Illinois, awarding of the tuition waivers is decided by U of I NROTC staff, and is competitive with other students who have been in the program last year as freshmen, and does not obligate you to active duty.
