Also answered my own question: statute says that each MOC nominates from his district ,so stories of wandering the halls at Longworth Office Building knocking on MOCs' doors don't ring true.

Okay- one more questions for you "experts" out there- how does the nomination process then work if you have received an LOA? Am I correct in thinking that you no longer need to be your MOC's principal nominee, but just need to be somewhere on that list of 10? Could someone please clarify?

You are correct. If you are not the principle nominee or if your MOC submits a competitive slate and you do not rank #1 you will receive an appointment as a qualified alternate.
 
So clearing up and making sure I understand it. A MOC can have 5 appointees in each academy at one time or 5 appointees in all academies total at one time?

Also, if your MOC's vacancy did not fill up (say there's like two slots left) but you were not the principal candidate (so that person filled up one slot), can you still be admitted from the same slate if the admissions people decide you're good enough (thus filling up the MOC's 5 slots)?

5 appointments in each of the AFA, USNA, USMA.

If a MOC has 2 or more slots open they may submit a slate for each open position. i.e. if they have two open positions they may submits a total of 20 names.

Not only the principal and one other, but all 10 of the candidates from the MOCs slate can receive appointments.

They obviously cannot all be charged to that MOC, but it's not unusual in some competitive districts to see 8, 9, or even all 10 nominees receive appointments to the same academy.
