International Student

I am an American citizen living in the Philippines and I want to know if i go through the same process of applying for a nomination as if I were living in the states. Also with frequently moving I have not been in a school long enough to become an officer in any club, will the admissions office take that into account? Lastly does being an international student improve my chances of being accepted?
Any advice will help a lot. Thank you.
