Is this a 3Q'd letter?

Hey guys, I just received this letter in my portal. I want to know what this means exactly. Does it mean I'm on the national waiting list or can I still get an appointment at any time? Thank you for all your help. Here is the letter.

"We have received all your application information and the Admissions Committee has qualified your file. West Point has eliminated rolling admissions for this cycle. As such, all qualified applicants are placed on a National Waiting List until appointments are made. Most appointments will be tendered between 26 February and 1 May 2015. You have demonstrated strong initiative and diligence in completing your file. Although qualified, you are still competing for admission and should continue to update your record with significant achievements in academic, leadership, and extracurricular and athletic activities. Do not forget to include standardized test scores or updated transcripts from your most recently completed academic semester. We will continue to add achievements to your file through the end of February 2015. Although most offers of admission will be tendered before 1 May 2015, final selection from the waiting list may be made only a few days before the class enters."
 
Yes that is the standard 3Q letter. Assuming you didn't get a principal nomination. You are likely on the NWL now but you still have a chance. Do not lose hope! Until you get the TWE you are still in the game.
 
Just to follow up, I have received both a congressional and presidential nomination. But so I can still get pulled of the NWL hopefully?
 
you are in play for an appointment. It is possible you could get slotted a number of ways. Wouldn't get caught up how you get slotted but just whether or not you do. Good luck!!
