Is this personal statement required or recommended to do? Should I write another personal statement or not?

Provide any additional information about yourself that you feel we need to know and that you have not provided elsewhere in your application. In addition to providing a personal statement, not to exceed a single page, you may upload copies of supplemental information that you would like added to your record.

No. It isn't required BUT I advise using it for something just because every field of the written application doesn't even begin to cover what could set you apart as a candidate. My admissions officer said the 4th personal statement is the best place to submit a resume if you have one.
