jaw popping

My son has received a ROTC scholarship and everything was going fine until he was denied by DoDMERB because he answered all of his medical questions completely honestly. He has never been diagnoised with TMJ but when he was in 8th grade he did have some popping in his jaw so an orthdontic appliance was put on to move his jaw and then he had braces. He's fine and has no pain or headaches but it will pop if he opens it exactly right and tries to pop it. We have sent in supporting documentation from the orthodontist showing his treatment when they asked for more info and now they have denied him. Anyone know what the chances are that he will get a waiver since it's not causing him any problems? Do you get better consideration if you have received a ROTC scholarship rather than just applying to ROTC?
