A man named James C. Preisig, who graduated from the Coast Guard Academy in 1980, is currently a scientist at Woods Hole. He served 5 years in the Coast Guard, resigned his commission, and then got a Ph.D at MIT. His first Coast Guard assignment was a cutter homeported in Oregon. Then he was assigned to the John A. Volpe National Transportation Systems Center in Cambridge MA. This was when the Coast Guard was under the Department of Transportation. Now that it is under the Department of Homeland Security, could Coast Guard officers still be assigned there? How many Coast Guard Officers have been assigned there?
 
Moving from DOT to DHS hasn't really limited the billets. Same missions, but some increased focus on DHS centric stuff. I don't know the answers to your other questions though. There are some very odd ball assignments out there though.
