I have read on here that submitting letters of recommendation to USMA is usually frowned upon.
Would it be acceptable if the letter was really strong and added a unique viewpoint of the candidate that the rest of the application does not show?

It is not frowned upon. But, it will have no impact on their file.
Go ahead and send it. It doesn't hurt.

You can submit the statement, if admission considers it pertinent is another issue.

Heres the deal, you can claim anything you want, but you better have something to support your claim. Everything about the application process has support. Letters have no support, its someones opinion.
