Just curious why an LOA and not appointment at this point?

The shell game of where to charge nominations is ongoing until the last appointment. Filling out the class, managing thousands of applications in various stages, monitoring portal and data updates, reviewing medical and other records, answering the mail/phone/email, dealing with elected representatives' offices, resolving issues, churning out paperwork - there is a relatively small team of people doing this. An LOA at this point tells the candidate that the engagement ring is in our pocket, we are working on the proposal.

And congratulations to OP - another step closer.

Based on previous posts by op I believe it is a medical qualification requirement being the gap between LOA and appointment.

Always good to keep in mind the LOA is always conditional, requiring all other requirements to be met.

Usually at this point it is a medical waiver waiting to be processed or some other paperwork just catching up as they deal with a mass influx of it since the deadline just hit.

Congrats to the OP! Good luck!

Concur with NavyHoops...all nominations and application documents (to include the CFA) were required to be submitted this past Sunday. The only reason not offering an appointment would be either for DODMERB or in rare/extreme cases a BGO interview; more likely to be DODMERB. The Admissions Office worrying about accurately "charging" a class has nothing to do with offering an LOA vice appointment.
