i have just received a letter from usma notifying me that i have been 3q'd and that should I not receive a nomination, I will be placed on the NWL. Is this my LOE. I am also eligible for a Candidate Orientation Visit, is this the Overnight Visit?

No, this is not an LOE. This just states you are qualified by West Point's standards. An LOE states that you are a competitive candidate, and specifically authorizes you for an "overnight visit."

It's still good. It means that you just need a nomination now.

a nomination in order to do what? obviously an appointment to the academy, but does this letter guarantee me anything or mean that I have a leg up if i do receive a nomination?

It doesn't guarantee anything and doesn't give you a leg up. It's just meant to notify you of your current status and that you're still in the running provided you get a nomination. Even with a nomination you are guaranteed nothing. It's just another step in the process.
