I'm not completely sure on the current situation but back "in the day" one could switch majors up to a point, but it would almost always require a set back to the year behind you in order to be able to get the classes you need.
This becomes much more complex if it is after the first sea year.

It depends on what you are switching from and to. If you are staying within the department it is much easier.
Engine Systems to Engine or Engine to S/Y Management ... Fairly Easy
Deck to Engine (vice versa) ... not so much.
I saw people change majors as late as second class year within the department, but typically it is no later than third class year when switching departments.
This was of course on the quarter system. I don't know different it is on the trimester system.

That really doesn't seem to be the question I read the question as once I've declared a major how hard is it to change and I thought the answers although dated and generic were accurate - basically it depends on I) when you want to change your major, II) From what to what; and III) not previously mentioned your current GPA, etc at the time you want to change - at least that's the way things have been up to and through Academic Year 2011 as far as I knew/know..
