Medically DQ'd

My son had a .pdf file uploaded to his USMA portal which stated:

"A review of your record indicates you do not meet the medical standards for
appointment to West Point at this time. I regret to inform you that your medical disqualification is final and your file has been closed. At a later date, if it appears that you will win a vacancy to West Point or one of our preparatory programs, we will automatically reopen your file and consider you for a waiver."

We had the impression that the medical DQ would automatically be considered for waiver. Has this changed?

My understanding is that USMA would request a waiver if the candidate was highly competitive. Does your DS have a nomination yet? Maybe they're waiting to see if he gets a nomination. How are his academic stats? If he is not as competitive academically, they may be waiting to see if he would be a good candidate for prep school, then they would issue a waiver. Just my thoughts based on everything I've read...
 
A medical waiver is only considered/requested for candidates that are likely to gain admission. It is a time consuming process for the staff there at West Point, especially the medical staff which has to review all the medical information and make a recommendation, before it goes before the entire board for a recommendation to the Superintendent. It does not make sense to request a medical waiver, slowing the system, only to have him not selected later for a number of reasons (is beat out for the vacancy, doesn't receive a nomination, isn't academically qualified, etc), while also making it more difficult for the staff to consider a waiver for a candidate who would or likely would gain admission.
