Can I go to a branch near my home before July 2nd and open an account? - Will they let me? Will it save me time or help me in any way during indoc?

Yes, you can go to a local branch and open an account. I would recommend having a parent on as well to transfer funds if needed - nice during sea year. My DS had his savings account with mine NFCU account since childhood and then added a checking acct and credit card. He did need to change his address of his accounts to his school address.
 
You can't open an account unless you or a direct family member has some kind of DoD affiliation. It really doesn't matter if you do it now or when you get to KP. There is time allotted during indoc for everyone to do it. It is probably better to wait, if you already have an account you'll stand in the p-way getting yelled at by DIs while everyone else gets to go into the shelter of the Navy Fed to open theirs.

get, or apply for, a Credit Card in the initial sign-up? He hasn't any Credit History to date. Is there some allowance by the Card Company's for the SA men and woman? Thank you.

if you co-sign a credit card is no problem with NFCU.
 
USAA is also a great option for credit cards for mids. Their limit was actually considerably higher than Navy Fed when my M/N applied and was approved.
 
When signing up at the navy federal on campus plebe/candidate can get a credit card. They have a $500 limit the first year and goes up each year at the academy. Good way to earn credit. Then during PW you can go to the credit union and get your name added they are very helpful on campus.
