Navy: When to congratulate a new Rear Admiral (when are nominations official)?

I was reading a Flag Officer announcement from DOD and see an old colleague of mine nominated to rear admiral (lower half). May I ask when the appropriate timing would be to send him a note of congratulations? Do these presidential nominations need to go through any additional approvals, or is he now officially that new rank? Thanks for any feedback in advance.

I was reading the Flag Officer announcement from DOD and see an old colleague of mine moving to Rear Admiral, lower half.

That would be the FY 2024 promotion list, with the federal FY starting 1 Oct 2023. The promotions are usually staggered throughout the FY or upon reporting in for orders requiring that rank. Congratulations are in order anytime for a Rear Admiral (sel).
