since you're applying for Engineering, Math SAT matters much more than CR. What is the breakdown? Did you take SAT II in any math/science, and if so, score? Also, 4.0 in... regular, Honors, AP, IB? Any AP Calculus, Physics, Chem? For NROTC, 1320 is probably below the median.
