Need advice from nyc plebes/parents

My NC will be starting in June. We are doing all the final paperwork and forms now. I am conflicted about the NYC procedure for the "Police Record Check" form. Some say the local Precinct can just sign-off. The local Precinct person says "Over 16?...You have to go to Police Plaza HQ and do the whole fingerprint/record search thing"

Can anyone from NYC guide me as to their actual experience?
Any HQ names or phone nums you can share?

OK, so I did this a few weeks ago as I am also from NYC. I was told to go to Police Plaza where I was informed that they will not fill out the form that is given by USMA; they said that they do not have the authority to fill it out. No fingerprints, but right across from the fingerprint and good behavior certificates room is the FOIL department. They gave me their own form that states whether or not you have been in any trouble. I sent this to my MALO/FFR, who relayed it to Major Belmont. It was later confirmed as a reasonable substitute for the form originally given. You can try to bring your form along, but I expect the same response. As a heads up, their business day ends at 3pm so make sure to get there before 3!
