New congressmen

With this year being the first year that some congressmen are in office, is it possible, theoretically, for all 5 slates for appointments to be filled by applicants this year?

Don't quote me on this, but I'm pretty sure new congressmen inherit their predecessor's slate of cadets in the academies. AKA: If the old congressman will have 4 cadets at USMA next year, the new congressman will only have one spot open for next year to be filled.
