NJROTC Nomination

Can a NJROTC instructor nominate for USMA and USAFA? Also curious about his nom process, what does he have to do/what paperwork do I need to get to him.

They can recommend cross service if the battalion is an honor unit of distinction. My daughter's instructor was able to obtain JROTC nominations to USAFA, USNA & USMA and her battalion's affiliation is Army.
