My DD received her TWE last year in mid-April and then after two-weeks of thinking we had no chance for USAFA, we received this letter for the Falcon Foundation Scholarship:

Dear XXXX,
Although you did not receive an appointment to the USAF Academy Class of 2019, you have a very good record of accomplishment. You are qualified to receive a prestigious Falcon Foundation Scholarship to attend a special Academy preparatory program for the Class of 2020. Virtually all who successfully complete this program are admitted to the Air Force Academy.
The Falcon Foundation offers scholarships (in varying amounts, depending on the school selected) to attend one of the seven participating schools for highly motivated young people seeking admission to the Air Force Academy.
These schools also offer additional scholarships. The combination of scholarships will defray a major portion but not all of the costs. If you are firmly committed to attend the Academy and are willing to devote extra time toward this goal, you should strongly consider this opportunity. Contact information and costs for each school are attached to this letter.
You have been tentatively selected for a Falcon Foundation Scholarship. Please accept or decline this offer online at:

You must respond (yes or no) by May 10, 2015. If you do not respond by then your offer will be automatically withdrawn. Accepting this scholarship in no way jeopardizes or cancels your current candidacy for entrance to the Academy.
Also, you must select the school you wish to attend before you can accept this offer. We encourage you to immediately start researching the different schools so you can make your choice and accept this offer before it expires. Some of the schools limit the number of students that may attend, and the Falcon Foundation also limits attendance at some of the schools for budgetary reasons. To lock in your first choice you should select a school and accept this offer as soon as possible.

THE FALCON FOUNDATION FACT SHEET
GENERAL INFORMATION
A group of prominent retired Air Force officers organized the Falcon Foundation in 1958, three years after the United States Air Force Academy (USAFA) admitted its first class.
The Falcon Foundation is a 501(c)(3), non-profit foundation. Its purpose is to provide scholarships to College or Preparatory Schools for motivated young people seeking admission to USAFA and a career in the Air Force.
Although it is a separate organization, the Falcon Foundation works closely with USAFA. Information concerning the Foundation and its scholarship program appears in the USAFA Catalog and can be viewed at:

SCHOLARSHIP REQUIREMENTS
Young people are automatically eligible for a Falcon Scholarship by first applying to USAFA. The USAFA Office of Admissions then identifies potential recipients of the Falcon Foundation scholarship from a pool of direct entry applicants who are qualified, but not competitive for entering the next class at USAFA. Those applicants who are deemed qualified but not competitive are rank ordered and contacted for consideration of a Falcon Foundation Scholarship.
APPOINTMENT DURING PREP SCHOOL YEAR
Falcon Scholars identified by the Admissions Office as having the potential to be successful at USAFA following successful completion of their preparatory program and attainment of admissions guidelines will be considered for appointment. Barring unusual circumstances, the Air Force Academy is committed to appointing Falcon Scholars who:
1. Successfully complete their preparatory program
2. Continue to meet the admissions guidelines
3. Obtain a nomination valid for the year of entry into
USAFA Falcon Scholars will be required to follow standard admissions procedures for all Academy candidates during their preparatory year to include obtaining a new nomination for the year of entry to USAFA.
So the bottom-line is to not give up even if you received a TWE.
BTW my DD is still waiting for her appointment...the wait is killing us too!
