I am sorry that you were denied an NROTC Scholarship. There probably has been more than one person in your DS's situation. There are USNA candidates who get in and they don't even apply for NROTC. Keep in mind, NROTC is a national competition and USNA is a slate competition. Statistically, there are better odds for USNA. Your DS would be competing with 9 others on a House/Senate slate and if he is Pres. eligible, then that's even better. If your DS is on the slate for your 3 MOC's and the Presidential Nom, then that gives your four looks for an appointment. If that doesn't work, your DS will be relegated to the NWL, but that's definitely not a bad place to be. They bring in a little under half the class from the NWL. Plus, I read from the USNA site that there ends up being around 2000 fully qualified applicants and 1500 are offered appointment. Another route your DS could take since he wants Navy after graduation is the Maritime Academies. There's USMMA as well as California Maritime, Massachusetts Maritime Academy, Maine Maritime Academy, Texas Maritime Academy, State University of New York (SUNY) Maritime College, and Great Lakes Maritime Academy. They all offer a program (At USMMA it's a requirement) called SSOP, more specifically Strategic Sealift Officer Program. This program commissions Navy Reserve Officers who serve as Merchant Marine officers aboard merchant (civilian) and government (Non-commissioned military) ships. One can lateral transfer to Active Duty and graduate as an Ensign, USN instead of Ensign, USNR. Most students who are in this program qualify for Student Incentive Pay from the Maritime Administration. Students (Midshipmen, USNR) receive a stipend of $8000 a year. Hope this helps! Keep on truckin'!

Keep in mind that even if your ROTC program scholarship plans fall through, and your Academy plans fall through, you can always still participate in the ROTC program at your college simply by joining it. You will still need to meet requirements for that services advanced course, or you might even win some form of in-school scholarship. There are multiple paths to commissioning. All is not lost.

The same thing happened to me. I applied for both NROTC and USNA in late august and learned that I was not selected for NROTC a few weeks ago. Still holding on hope for USNA! You're not alone!

DD was not selected for the NROTC scholarship. On Friday she received a call and email from our MOC saying she is receiving a Fully Qualified Offer of Appointment.

My friend here got into the Naval Academy (2019) and, from what I've heard, was passed over for a Marine NROTC scholarship.
