Recently I was called for an interview with my congressional nominators on October 31st. The deadline for applications was the 16th. Is this a sign that my application was unsuccessful, and they are just trying to get my interview out of the way?

Not at all, they aren't required to interview everyone if they aren't qualified in their eyes. They have most likely been gathering everything as they were received.
BE POSITIVE!! And good luck!

Usually how many people get called up from the applicant pool to do the interviews?

It completely depends on your MOC and how many applicants they get. For my congressional district everyone who applies gets interviews and you can get a nomination to every academy. For the kids in the competitive part of the state this is definitely not the case. Try to find someone who has interviewed with them before and ask. Or just ask the academy coordinator when you go to interview. The amount of competition should not effect the way you act so do your absolute best and leave it up to them to pick.
