Nomination process.

So a month ago I received a nomination to the Naval Academy and I am still a little confused on the process after you obtain a nomination. I know that each senator or member of congress can nominate up to 10 candidates for a single spot. What I was wondering is; can they nominate less than 10 canidates if the don't find enough qualified? Also if the academy finds someone from Chicago more qualified than someone from Cincinnati can they allow that candidate to fill that spot?

Please any info you may have will be appreciated!
 
MOC can nominated up to 10 candidates per vacancy at a SA. They are not required to nominate anyone.

SA can only fill a MOC's vacancy with someone outside the MOC if there is no qualified candidate nominated by the MOC. Your MOC does not determine if an applicant is qualified for a SA or not, repective SA determines the qualification of their applicants.
