My father spent 3-years serving in the Army during Vietnam. Does this qualify me for a presidential nomination?

I was going to apply to the USNA and for an NROTC scholarship for the citadel. Will I need two nominations?
 
Question 1: No, if he only served 3 yrs on active duty. Essentially, the requirement is to currently be active or reserve and, in either case, be credited with 8 years active duty/equivalent service or to be retired. For details check out this link:

Question 2: ROTC does not require a nomination. All SAs other than USCGA require noms and you need a separate nom for each.
