I've been doing some basic math on congressional nominations for the SA's. Perhaps I made some error, but I found that there are 435 members of the House, 100 members of the Senate, and one VP. That should add up to 536 total congressional nomination sources. If each is allotted 5 cadets at a SA, that means there are a maximum of 2,680 appointments. Yet, the SA's have enrollment of around 4,000. Where do the other nominations come from? I know there is a JROTC option, but that can't possibly make up the rest. Ideas?

MOCs can nominate up to 10 people per open slot. There are other nomination sources but MOCs account for the vast majority

The SAs appoint and the classes are filled by appointees

USMA, USAFA and USNA have an authorized strength of approximately 4400 cadets/Mids
 
Click on the link in my signature block 2015-2016. Click on Admissions. Then click on nomination categories. THEN, read the entire page. Especially the last section "Air Force Academy Cadet Wing Appointments.

Then, you can answer your own question.
