Nomination with not yet complete application

Is it possible to receive a nomination without having completed your application yet?
The only thing missing is the CFA--I'm planning on taking it soon, I'm just waiting until I get as much practice in as I can. I recently had two nomination interviews.
From what I understand, the nomination is based on your WCS, so can they determine your WCS without the CFA, or would this make them unable to make a decision on you?
 
Yes. the USAFA portal doesn't open for some people until they receive a nomination, which is (duh) before they finish their application.

From what I understand, the nomination is not necessarily based on the WCS. The MOC can decide whoever he or she wants to put on the slate; the Academy uses the WCS to determine who gets an appointment. I'm not sure if the MOC gets to see the WCS or not.
 
MOCs can nominate whomever they want. Typically, they do not see the materials you submitted to the SA(s), although they will likely request some of the same info (e.g., your transcript). They will know if you have an LOA.

If the MOC nominates someone the SA does not consider qualified (scholastically, medically and/or CFA) that person will not receive an appointment.

And, yes, you can receive a nom w/o having completed all -- or even any -- of your SA application. They are independent processes.

One more question, if someone does not mind answering this:
Hypothetically, if you were up against a student with an LOA in your congressional nomination selection, but you have a competitive application as well, is the person with the LOA much more likely to receive the principle nomination? Or might the congressman assume that the student with the LOA would get a nomination from a senator, and decide to nominate the other student?

The MOC is unlikely to give a principal nomination to a kid who already has an LOA. The holder of the LOA doesn't need the principal to get in, so an MOC is more likely to give a principal to another candidate and give the LOA holder an "alternate" nomination.
