NROTC - Boarded or not?

My DS is applying for NROTC scholarship.
From the check status link off the NROTC site, this is the status came back:

"Application has been submitted online Your electronic application has been received and is being processed ...
Your application is at Naval Education and Training Command for final processing and selection determination. Selection decisions will begin in late August and continue until the end of April. Once a selection decision has been made, your new status will be reflected. "​

So, what does this mean? Is he boarded or waiting to be boarded?

I suppose it depends on what boarded means, but it's where the board can review it when they meet. They only get through so many at each board, and of course if not selected then the applicant is held over to the next board. Given this late date I suspect his application has been reviewed and he is simply waiting to see if he is selected. Because of the way this process works, my son did not hear a negative reply until mid-April. Fortunately we had plan B all set to go, to include participation as a NROTC college programmer. We had plenty of time to execute and finalize prior to the May 1 acceptance deadlines.

Yeah, I am prepping him for plan B or C. He was so late in submitting documents, his application wasn't deemed to be complete until couple weeks ago. That's when they change the status to the status I posted.
He is going to VA Tech majoring in Mechanical Engineering, and plan to join the Corps as a college programmer if not selected for scholarship.
 
My DS completed his officer interview on Feb 4. Early Feb his status changed to
"Application has been submitted online Your electronic application has been received and is being processed ...
Your application is at Naval Education and Training Command for final processing and selection determination. Selection decisions will begin in late August and continue until the end of April. Once a selection decision has been made, your new status will be reflected. "
March 10 it changed to "Congratulations! You have been selected for a 4-yr Navy Option scholarship."
