I'm interested in Penn State's Navy ROTC college program. How do I join it? Do college programmers usually arrive at orientation and join the program then?

Get in contact with the unit and start the paperwork. You will be expected to participate in orientation.

Agree with rocatlin. You need to contact them now as they'll send you the paperwork you need to register, get a physical from your own doctor, and notify you of the dates of freshman orientation along with what to bring.
