NROTC Detachment Competitiveness

For pilot slot selection in NROTC, are you competing against everyone nationwide, or is it more localized? (Interdetchment, interstate, etc.) Does the size/competitiveness of the detachment play any factor? For example, would someone in a large, more popular detachment such as USD be at a disadvantage or advantage compared to someone with identical stats at University of Colorado?

Service selection in the Navy is on a national level. For pilot recently there have been 273 selected from nrotc. GPA, recs, and ASTB scores are the main criteria. Major, prt's and school of lesser importance. Score 7's and above on ASTB gives you a great shot. This test like the SAT puts everyone on the same playing field and is objective. DS will have pilot as his first choice for service select in the spring.

Are ACT or SAT scores considered at all? Would it be worthwhile to try and raise those. Also, would getting a civilian pilots license help your case?
