You will receive a 6-page set of instructions/ forms for requesting a school change once you receive your scholarship paperwork. There is a form to submit should you request to transfer to another school. After initial placements are completed and a unit is full, your transfer request would place you on a wait list. You can request placement on up to 5 different units. You are placed on the waitlist in the order that the request is received.
In general, no movement on the waitlists occurs until after May 15th.

If you search back far enough, there is an older post from me that listed the NROTC units that traditionally fill the fastest (source was P-Flying 17 - a NROTC insider). It listed others that traditionally have openings.
