My son's NROTC unit lost a few cadets on medical - either contracted and came to physical and found something or a cadet has developed an inujury or illness that now prevents them from commissioning next yr. So the awarding of additional scholarships may jsut be their way of filling in once the year group has lost enough for a variety of reasons.
I understood that even the navy had some reductions coming, but certainly air force seemed to be acting first, or has the most to reduce.
I dont think anything in written in stone, but as the months go by action will disclose actual events. I would think the upcoming election will play a role too.
