NROTC Scholarship Transfer Advice Needed...Please Help!

My situation is that I was denied admission to University X, but received my NROTC scholarship for University X regardlessly. I would like to transfer that scholarship to University Y (and have even been told there are still 4 spots remaining), but need the official paperwork to complete that transfer. I have been told that I will receive the paperwork when my scholarship acceptance packet comes in the mail, but that could take two weeks time to get here and this is a highly time-sensitive issue. Anyone know whether there's a way to access the requisite PDF online or otherwise expedite this process? Thanks in advance.
