NROTC scholarship transfer consideration - cost of tuition???

In trying to figure out the best strategy for NROTC scholarships, and the potential (should there be a mismatch between where one is accepted and the institution to which Pensacola assigns the scholarship) to transfer one's scholarship, I was reading the very good website of the Tulane NROTC battalion. Anyway, the FAQs stated to put Tulane first because it was impossible to transfer into the battalion because Tulane's tuition would be so high when compared to the original school (and NOT because there were no available slots, as in some schools such as CMU). This is the first time I have heard of the relative cost of tuition being taken into account by Pensacola/transferee institution. Is this true? It seems to be contrary to everything else I have been told and if it is true, why is it not more widely broadcast. Thoughts/info?
 
I have not heard of relative cost being a factor. We were definitely instructed to put a school my son felt comfortable that he could get into as his #1 as the more selective schools do not fill up as quick traditionally. As far as cost goes, my son's #1 was an out-of-state public which he got into but then he also got into another out-of-state public which was more selective (we thought a significant reach) and more expensive than his #1 for out-of-staters and he had no trouble with the Navy granting the request to move the scholarship to the more selective school. The difference in cost would be less than if your child's #1 was an in-state public and then wanted to transfer the scholarship to Tulane, a private school. I don't know if the Navy would factor that in at all in deciding whether or not to grant your request. I would think they would allow it since they would want to try to fill the slots assigned to every campus where they have a unit. But then I have no personal knowledge as to what factors are taken into account in making those decisions.
