NROTC School Choices Question?

The NROTC scholarship requires a list of 5 colleges you "wish to attend if selected for a Scholarship." One of the top 3 "must be a state/public institution (indicated by *) where you qualify for in-state tuition." There is only one public, state school in Mass (where I live) that is listed - which I am assuming I must mark down as per the requirement. However, after listing that school, I cannot apply to another of my top choices because it is the host unit of the aforementioned state school. Is there anyway to mark down both a host program and its crosstown affiliate as part of my college list for the application? I know it's confusing but I am sure somebody must have experienced this problem also.

If you're given a scholarship to the host school, that scholarship can be applied to all of its crosstown affiliates. When you are given a scholarship to a crosstown affiliate, the scholarship can be applied to the host school and the other crosstown affiliates. There's only one NROTC unit between the host school and the affiliates. Thus, there is only one scholarship to be had.
 
So marking down the state school in no way binds that scholarship to that school only - it can also be applied to the host unit school?
