Yes your packet gets, eventually, reviewed by a panel (aka board). The board meets once a month for Navy option. They can only get through a certain number each month, first in, first out. So it could be some time before your package gets reviewed. Your chances depend on the strength of your application and what your competition looks like. I don't know the number of scholarships that will be awarded this year. You may not hear, one way or ther other, until as late as April. If you are awarded a scholarship at one of the boards you will typically hear within 3-4 weeks.
