NROTC to USNA Official Candidate

My DS has completed the NROTC application and had his official officer interview a few weeks ago supposedly in time for the September board. Today (10/15/11) he receives a letter from the USNA saying with a candidate number saying that he is an "Official Candidate" for the class of 2016 and that he needs to go online and complete the rest of the application process. Is this normal to start our as a NROTC applicant and have it generate this USNA "Official Candidate" response?

My son had not previously completed the "Preliminary Application" or submitted test scores to the USNA.

Anybody that can shed some light would be helpful.

Yes, starting this year, USNA and NROTC are sharing initial candidate data.
If you fill out a USNA application, that information goes to NROTC and vice versa. With that being said, if you take no action on an application, then you won't be considered.
